Luiz Guilherme Schymura, director-general of Anatel, has promised approval of the new PCS rules within the week. Speaking on Thursday, September 19, he said Anatel is aware that the market has been waiting too long for the new rules and will put off allocation of additional C band spectrum for a month until October 30, i.e. after delivery of bids for D and E band leftovers (October 15). ?The natural sequence is to approve the rules, auction D and E band leftovers, and only then allocate additional frequencies,? he explained. Sources close to a telco said it may ask Anatel to defer the leftover auction if the new PCS rules aren?t issued next week. According to Mr Schymura, the board of Anatel hasn?t even discussed the possibility of more delays.
