Anatel?s new rules on use of the 3.5 GHz band, published in the Federal Register (Diário Oficial da União) on Tuesday, September 17, determine that frequencies in this band are reserved for public fixed-line telephone service (Portuguese-language acronym STFC) and multimedia communications service (SCM). The 3.4-3.45 GHz and 3.5-3.55 GHz segments have been divided into 5 MHz blocks, while the 3.45-3.5 GHz and 3.55-3.6 GHz segments are split into 1.75 MHz blocks. The idea of having these smaller blocks is to optimize spectrum use. Companies currently operating at these frequencies can continue do so until December 31, 2005, after which they must be used only for secondary purposes.
