Anatel director Luiz Tito Cerasoli admitted Friday, June 14, that a provisional license could be awarded to allow Telefonica to offer domestic long-distance service while a court order granted to Embratel prevents it from doing so under its existing concession as a LEC. A clause would be included to ensure conversion of the provisional license into an addendum to the concession contract at the appropriate time. Anatel believes this is preferable from the consumer?s standpoint because the concession contract signed at the time of privatization is legally tougher on tariffs and similar matters.
