Luiz Kaufmann, CEO of Vésper, confirms that acquisition of D- and E-band leftovers (PCS) would be an option for getting around the ban slapped by Anatel on its mobile service, marketed as Vésper Portátil. The idea is to acquire the frequencies and make secondary use of the 1900 MHz band provided the draft frequency use rules published by Anatel for consultation aren?t altered in this respect, he says. It?s a strategy that would not require amendments to the PCS rules proper, as noted in comments to TELETIME News by Anatel director Tito Cerasoli last week. Vésper would simply acquire the license and apply it to the 1900 MHz network, while also using the 1800 MHz band to which it would be entitled under the same license. If the CLEC pursues this option, it will be eligible to bid for PCS leftovers throughout its coverage area except the states of Rio de Janeiro, Espírito Santo, Amazonas, Roraima, Amapá, Pará and Maranhão, where there are no PCS leftovers. São Paulo State will be the focal point, giving rise to the prospect of an aggressive auction, since Telemar and TCO are believed to want frequencies in the state.
