Anatel studies unbundling for corporate market

Luiz Guilherme Schymura, director-general of Anatel, says the regulator is studying the introduction of rules on local network unbundling to allow new entrants to offer lines for small business. ?We?re just beginning work on the project,? he says. ?It won?t be ready in less than a year.? It?s harder to enforce unbundling in the residential segment because of the risk that new entrants will concentrate on the most profitable areas, he adds.

Digital inclusion

Commenting on the planned introduction of a new digital service providing universal broadband Internet access to schools, libraries, hospitals etc., Mr Schymura said a public consultation will be held this year. This is required by law because the digital inclusion program will be funded by FUST, the telecoms universalization fund. ?First we have to draft a general licensing plan and set universal-access targets, among other things. And all that has to be done in harmony with the Government, because the President of the Republic will eventually have to sign the program into law,? he says.
