Embratel and Anatel signed the long-distance carrier?s new license to offer local telephone service on Thursday, August 15. The ceremony was attended by Communications Minister Juarez Quadros; Antônio Carlos Valente, deputy director-general of Anatel; and Jorge Rodrigues and Purificación Carpinteyro, Embratel?s president and director for local services respectively. Anatel certified Embratel?s fulfillment of regulatory targets in May. Embratel applied late last year, even before the rules for new fixed-line licenses were issued, because it wanted to move ahead with interconnect negotiations.
