Anatel issues rules for use of 10.5 GHz band

Anatel has published and is now enforcing the rules on channeling and use of radiofrequencies in the 10.5 GHz band. A number of changes were made to the original draft following public consultation. Under the final version in force, the segments from 10.15 GHz to 10.3 GHz and from 10.5 GHz to 10.65 GHz are also reserved for fixed-line telephony and Multimedia Communications Services (Portuguese-language acronym SCM). Another change is the provision for auctioning frequencies in blocks of 7 MHz rather than 28 MHz. The rules also determine that auxiliary broadcasting services (SARC) and TV signal repetition, which currently have primary use of the segment from 10.5 GHz to 10.6 GHz, will be allowed to make only secondary use of this segment as of December 31, 2004. Whenever expenditure is required to replace existing links, the interested party will be responsible for payment. According to Anatel, the changes will optimize spectrum use and enable more services to utilize the same segments for point-to-point and point-multipoint applications.
