Embratel is preparing a fresh attack on the local exchange carriers. This time its target is the interconnection agreements the LECs have concluded among themselves as a basis for long-distance service. ?They negotiated these agreements without having received long-distance licenses, but Embratel?s efforts to work out similar agreements so that it can offer local service have been stymied because it doesn?t have the requisite license,? says Purificación Carpinteyro, vice president of local services. She says it?s a case of unfair trading and discrimination. ?We will do whatever it takes to see justice done?. She expects Anatel to grant Embratel a local license within the next two weeks. The telco will then need 45 days to start delivering local service, she says.
