Gilson Rondinelli, president of Telesp Celular, says he expects the public consultation on the new PCS rules to end in mid-August, so that Telesp Celular and Telefonica Celular can migrate to PCS in September. This will allow Portugal Telecom and Telefonica finally to complete their joint venture in the mobile segment. Their combined subscriber base of 12 million corresponds to 40% of the Brazilian market, which has 30m mobiles. Together they will cover São Paulo, Rio de Janeiro, Espírito Santo, Santa Catarina, Paraná, Rio Grande do Sul, Bahia, and Sergipe, states with an aggregate population of 94m or 56% of the total Brazilian population.
