Government wants to see Telecom Italia back in BrT

The question of Telecom Italia?s return to the controlling group of shareholders in Brasil Telecom is complex and involves several interested parties. The Government is evidently one of them. Reliable sources suggest Telecom Italia?s return to BrT is part of the Government?s desire to strengthen the position of the pension funds on the incumbent?s board.
Telecom Italia?s letter to Anatel apparently has a lot to do with the strategy. It seems the proposal was confidential and unknown to Brasil Telecom, which reportedly has a different proposal for the return of the Italians, also submitted to Anatel. By confirming the existence of a letter from Telecom Italia Luiz Guilherme Schymura, director-general of Anatel, has disclosed confidential information and brought to light part of the complex dispute that?s unfolding in the corridors of power, involving Telecom Italia, Opportunity, the pension funds and the Government.
The fact is that for the moment Anatel can?t even consider allowing Telecom Italia to recoup its stake in BrT?s equity because it hasn?t certified the ILEC?s compliance with universal-access and quality-of-service targets. Once the certification process is over, it will have to decide whether BrT?s or Telecom Italia?s proposals best matches the legal requirements. Meanwhile Anatel has no legal basis for discussing the issue, let alone a solution for the Italians to return.
