Vésper tries in vain to have auction of PCS leftovers postponed

Anatel has turned down a request from Vésper to postpone bid delivery for D and E band PCS leftovers, scheduled for Tuesday, October 15. The CLEC argued lack of clarity in items of the bidding notice and adverse economic conditions in Brazil. Management declined to answer requests for comment on Anatel?s refusal. Vésper is interested in PCS licenses at 1800 MHz so as to regularize its Vésper Portátil service without restricted mobility by making secondary use of the 1900 MHz band. Oi and TIM, which unlike Vésper already operate PCS, purchased copies of the bidding notice.

Informal request

Anatel director José Leite Pereira says Vésper?s request was submitted informally to the board, which discussed it at its weekly meeting (exceptionally held Friday because some board members were due to attend the ITU conference at Marrakesh). The board decided to hold the auction as scheduled. ?Anatel?s policy is not to change auction schedules unless something very important justifies a change,? he explains, adding that no other telco expressed any desire for postponement according to the information available to the regulator.
